A discussion “Customs Union – new opportunities for integration and implementation of innovative solutions” was held on July 14 at the International Ural Exhibition and Forum of Industry and Innovation.
The formation of a single technical regulation system for Russia, Belarus and Kazakhstan is one of the priorities in this work. The primary concern in this sphere is the creation of a wide range of opportunities for modernization and innovative development of economy.
The active and dedicated work on drafting the new technical regulations of the Customs Union is currently underway.
Three main areas have been identified:
- Drifting, reviewing and approval of the unified technical regulations.
- Enforcement and organization of their practical application process.
- Formation of the unified fund of the inter-governmental standards and sets of rules serving as the documentary support for the technical regulations. Convergence of accreditation systems in the area of conformance assessment in the Russian Federation, the Republic of Belarus, and the Republic of Kazakhstan.
The leading business associations of the three countries are actively involved in the work on approximation of the technical regulations of the Customs Union members.
The participants of the discussion believed that the technical regulation and standards may become a powerful tool of the governments in managing the technological development and creating demand for innovations.
Andrei Lotsmanov, the First Deputy Chairman of the Russian Union of Industrialists and Entrepreneurs’ Committee on technical regulation, standardization and conformance assessment stated that it is planned to sign tomorrow at “Innoprom” 3 to 6 customs regulations out 11.
