INTEGRATION OF INDUSTRIAL AND ENVIRONMENTAL POLICIES: PRIORITIES AND MECHANISMS

July 12, 2018, Ekaterinburg. INNOPROM-2018 at the 4th pavillion of the Ekaterinburg-Expo IEC held a session on Best Available Technologies. Integration of Industrial and Environmental Policies: Priorities and Mechanisms with the participation of the Director of Federal State Autonomous Body “Research Institute ‘Environmental Industrial Policy Center’” (FGAU "NII "TSEPP") and Head of BAT Bureau Dmitry Skobelev, Deputy Director of Machine-Tool Building and Investment Machine Building Department of the Ministry of Industry and Trade of the Russian Federation Evgeny Muratov, Chairman of the Energy, Ecology and Sustainable Development Committee of Moscow Public Chamber and Head of Scientific-Technological Innovation Center of Energy Saving Technologies at the National Research University Moscow Power Engineering Institute Evgeny Gasho, Head of Projects on Labor Protection, Industrial Safety and Environmental Protection at "Polyus" Management Company Alexey Pisarev, and General Director of A1 - Energoconsult Elena Kuznetsova.

Deputy Head of Strategic Development and Project Management Department of the Ministry of Industry and Trade of the Russian Federation Alexey Matushansky explained,
"Starting in 2019, Category I enterprises, i.e. companies with the most negative effect on the environment, will have to obtain comprehensive environmental permits. 300 enterprises identified in the decrees of the  Ministry of Natural Resources and Environment of the Russian Federation will be the first to follow the prescribed procedure. We estimate that investment into environmental equipment constitutes approximately RUB 750 bn. That is definitely a lot of money. That is why the law stipulates certain fiscal benefits as a way to provide support to such enterprises."


Director of FGAU "NII "TSEPP" and Head of BAT Bureau Dmitry Skobelev talked about the development of emissions control regulations and said that new legislation was in the works,
"There will be three government decrees. The first one will determine what needs to be measured, the second will regulate measurement locations, and the third will prescribe methods for taking measurements. These decrees will rely on national standards. I think that you will see the drafts of the three decrees in August. They should be posted on the Federal Website of Draft Legislation."
Dmitry Skobelev also pointed out that the first decree was prepared by the Ministry of Natural Resources and Environment whereas the other two were developed by the Ministry of Industry and Trade.
