Interregional conference “Efficient mechanisms for interaction, development and implementation of GLONASS in the regions” took place at the international exhibition Innoprom-2011.
The participants of the meeting were the representatives of the leading companies – developers of software communicating with GLONASS system, representatives of business and authorities. Russian global navigation satellite system GLONASS is intended for providing satellite navigation services to unlimited number of the Russian and foreign land, sea, air and space based users.
The presentation “Integrated implementation of GLONASS based satellite technologies in the interests of the social and economic development of the subject of the Russian Federation” was made by the director of the project management service of JSC “NIS” Andrei Platonov. “The main task of the first stage has been completed: GLONASS system has been devised. Today it is necessary to solve a new large scale problem – ensure commercialization of GLONASS technologies”, he said. This requires setting up a respective ground infrastructure.
At this stage the system has the following spheres of application: geoinformation (mapping, land registry, forestry, etc.), safety (monitoring of buildings, bridges, pipelines, etc.) and transport.
Of the above listed areas at this stage the transportation sector is developing most actively, since it gives a palpable economic and management effect, and a quick one at that. This sector is involved in monitoring of the public transport movement, which allows to track traffic jams, support navigation of the emergency response services (EMERCOM, police, ambulance, etc), design truck routes (saving time and fuel), efficiently monitor transport flows (increasing transportation safety). All these factors contribute to the growth of supply in the market of GLONASS based software products for transport, which are highly demanded by the municipalities and transportation companies.
However, in addition to this, according to the discussion participants it is necessary to search for other GLONASS applications. One of the possible options is the creation of the regional centers of space services. According to Sergei Shishkin, Deputy CEO of IT of JSC NPK RECORD there are already 11 such centers in Russia. First of all they appeared where it was necessary to address global tasks, e.g. in Moscow and Sochi, which is getting ready to host the Olympics-2014.
The interregional conference has demonstrated that there are many points of contact between the commercial and the public regional structures and GLONASS system, and in time their number will only grow. Thus the representative of the international transportation company “Lorry” in the course of discussion complained that roaming makes work with GLONASS data too complicated, and heard in response that the solution to this problem was already found. The representatives of the Ural branch of Roslesinforg asked about the possibility of obtaining ERS (earth remote sensing) data and got an answer, that the access to these data was available.
The system of GLONASS based tractor equipment monitoring was also presented at the conference, the system was developed for remote monitoring of the equipment manufactured by “Tractor Works” concern.
It was presented by the Head of the technical support department of JSC “SMP” Eugeny Platov. This organization offers after-sale support and maintenance services for the “Tractor Works” concern equipment. According to Eugeny Platov a user station is installed on each tractor. It collects and transmits navigation and technical data to the telemetric server, and then, via the Internet channels, the information goes to the dispatch center of the service department of the concern and the equipment owners.
The system of tractor equipment monitoring allows remote identification of problems in the operation of the main components and systems of tractors. In this case it is possible to prevent failures – the defective systems will be checked and repaired. In additions, the sensor installed in the fuel tank serves for control and recording of fuel movement: consumption, fueling, dumping. Each tractor driver has an “alarm button” for sending an emergency signal to a dispatcher in case of accidents. Oral technical consultations are also available: both a dispatcher and a driver have two-way voice communication equipment. It goes without saying that it is practically impossible to steal such a tractor.
The savings are obvious, since the owner of the equipment always knows where it is, and how much fuel it consumed. The owner fully controls the timely maintenance schedule. Owing to such operations management the maintenance costs drop significantly. The service center in its turn saves money at the stage of prevention of the possible major failures. “And these are far from all the possibilities of the program” – noted Eugeny Platov.
